Dr. Simon Mills (Len Birman) saves Steve by injecting the mysterious FLAG serum into him. This gives Steve super powers -- unlike the Steve Rogers in the comics and in Joe Johnston’s new movie, Reb Brown’s Steve already is a beefcake before the experiment.
