An anthropomorphic rat named Master Splinter raises four mutant turtles down in the sewers. They train in the arts of ninjitsu, as they face off against the foot clan. The foot is lead by a mysterious kingpin, who has plans to take over New York City, and then the world after that. Meanwhile, Channel 6 news reporter, April O'Neal, finds out she may had a hand in creating our heroes in a half shell sometime in the past.
