“Tropa de Elite 2” opens with Human Rights activist Diago Fraga (Irandhir Santos) holding a lecture on how wrong it is putting criminals in prison, where the bad guys just turn worse -- while Nascimento’s voice-over complains about all the naive left-wing intellectuals (i.e. Fraga), who don’t understand that the ruthless criminals have to be exterminated.

This is intercut with a riot in a prison which ends in a blood bath. Matias is relegated while Nascimento is made a hero and receives a top position within Brazilian intelligence.

In an extremely criminal area of the city, a gang of former cops start controlling the business. These exceptionallt corrupt men form a militia using mafia methods, and they’re supported by politicians and other powerful persons. The militia is as dangerous as the original bad guys, they slaughter everything in their way. Nascimento suddenly finds himself surrounded my enemies, and everybody seems to be more or less corrupt. The Colonel als sees old friends becoming enemies, and he’s forced to collaborate with Fraga.
